Renew COE or Sell Your Car? How to Decide Before Expiry
Meyer Motors · The Big Decision

Renew your COE or sell the car?

Selling before expiry and renewing are both reasonable choices. Which one wins depends on the car's condition, how long you would keep it, and a floor value you can look up yourself.

Renew your COE or sell the car before it expires?
Short answer

Renewing often makes sense if the car is sound and you plan to keep it at least 5 more years. Selling or deregistering before expiry often makes sense if it needs major work, you want a different car, or you would only keep it briefly after renewing. A near-expiry car is worth at least its deregistration value (PARF rebate plus the remaining COE rebate plus scrap or export value), and those rebates pass to the buyer, so use that figure as your floor when comparing offers.

Your options before expiry

As your COE nears its expiry, you can renew it and keep driving, or you can let the car go. Letting it go has two forms: deregister it yourself (scrap or export) and collect the rebates, or sell it before expiry and let a dealer or buyer deal with the deadline. This page is about that second option and how it compares with renewing. For the deregister route, see renew or scrap.

The deadline is firm. LTA says that if you do not renew within 1 month of the expiry date, you have to dispose of the vehicle immediately. A buyer of a car with only weeks left must act fast, and offers reflect that. If you plan to sell, decide a few months before expiry.

How a near-expiry car is valued

A car close to COE expiry has a floor value that comes straight from LTA's rules: what it would return if it were deregistered today. That floor has three parts.

PartHow it is worked out
PARF rebateA percentage of the ARF paid, by age at deregistration. For cars on COEs obtained before 2 February 2023, it is 50% of ARF between 9 and 10 years, and nil once the car is more than 10 years old. Later COEs use the same percentages with a $60,000 cap.
COE rebateQP paid x unused months of the COE / 120. It falls every month and reaches zero at expiry.
Scrap or export valueWhat a scrapyard or exporter pays for the car itself. This varies by model and condition, so get quotes.

LTA also states that when a car changes hands, its PARF and COE rebates transfer to the new owner. So a dealer who buys your car can deregister it and collect the same rebates you would have. That is why the deregistration value acts as a floor on any sensible offer.

Anything a dealer pays above that floor is for what they can do with the car: sell it to someone who will renew, export it, or use it on a temporary transfer, which lets a dealer hold a car for up to 12 months (never beyond its COE expiry) before transferring it permanently. A popular model in good condition can draw offers above the rebate value. A tired car with a few weeks left may only fetch the floor.

Get the floor first

Look up your PARF and COE rebate on OneMotoring, or estimate it with our PARF and COE rebate calculator, before you take any offer. If an offer is below your rebate figure, you would do better deregistering it yourself.

Timing the sale

Two things shrink as expiry approaches: the COE rebate, every month, and the pool of buyers, as the deadline gets closer. The PARF rebate also drops to nil once the car is more than 10 years old, which for most cars coincides with COE expiry.

Renewing early has its own cost. LTA says the new COE starts from the 1st day of the month after you renew, and the unused part of the old COE, including any COE rebate it carried, is forfeited.

01Six months outCheck the car's condition and look up your rebate figure on OneMotoring.
02Three to four months outGet two or three dealer or export quotes and a renewal figure. Compare the best offer with the rebate floor and with the PQP.
03Two months outDecide. If you are selling, settle any loan as part of the deal; LTA requires no outstanding loan on a transfer and no financing on a deregistered car.

If you are renewing instead, the same window gives you time to arrange financing without the expiry date choosing for you. See what happens when your COE expires for the last-month rules.

What you would do next

The three usual options after selling:

Buy a used car

You pay the seller's price plus LTA's $25 transfer fee. Check how much COE the car has left and whether it is already on a renewed COE. A Cat A or B car can only be renewed for 5 years once; after that it must be deregistered.

Buy a new car

You bid for a fresh COE at current prices (see the latest COE results) and pay ARF on the new car. Your old car's sale proceeds or rebates go towards it. If you deregister, you have 12 months from the deregistration date to redeem the rebates.

Go car-free

If the car mostly sits parked, selling it and keeping the proceeds is a valid answer. The renewal cost is a known number: $128,715 for a 10-year Cat A renewal in October 2026. Weigh it against what you would spend on the trips you actually take.

Renew or sell: a decision table

Your situationLean towards
Car is sound and you will keep it 5 to 10 more yearsRenew
Major repair due, or the car is unreliableSell or deregister
You want a different or bigger car soonSell before expiry
You would keep it 2 to 5 more yearsConsider a 5-year renewal
You would likely sell within a year or two of renewingSell now, in most cases
Dealer offers are close to the rebate floorDeregister yourself and compare
Car is sound but you cannot pay the PQP upfrontRenew with financing
You rarely driveConsider going car-free

When the answer is "it depends", it usually depends on the car's condition and how long you would keep it after renewing. If you are also considering an electric car, see renew or buy an EV.

Renewing now and selling later

Plenty of owners renew intending to keep the car, then change plans. You can sell a renewed car, but its value works differently.

  • No PARF. A car more than 10 years old gets no PARF rebate, so that part of the floor is gone for good.
  • The COE rebate is based on the PQP you paid. For a 10-year renewal, LTA's formula is PQP paid x unused months / 120. With an illustrative PQP of $100,000, deregistering after 4 years leaves 72 unused months, so the rebate is $60,000.
  • Running costs rise. Road tax carries a surcharge of 10% once the car is more than 10 years old, rising to 50% after 14 years, and inspection becomes annual. Our road tax surcharge calculator shows the figures.

So a renewed car's resale value is mostly the remaining COE value, plus whatever the car itself is worth to the next owner. Every month you drive it, the COE part shrinks. Selling soon after renewing usually loses money: the COE rebate refunds the unused months, but not the loan interest you have paid or any drop in the car's market value.

A 5-year renewal is a special case: a Cat A or B car can only be renewed for 5 years once, so a buyer knows the car must be deregistered at the end. Check the rebate on a 5-year COE on OneMotoring before you plan around it.

What we would look at with you

We don't buy or sell cars; we arrange renewal financing. If you contact us before deciding, we will put the renewal cost for your car next to its rebate figure so you can decide. We arrange COE renewal loans with banks and finance companies: $0 down, no admin or processing fees, from 2.58% flat (2.80% if a 10-year renewal is spread over more than 7 years), subject to lender approval. See how COE renewal loans work. You can also start with the renew or replace calculator or the renewal calculator.

Questions people ask

At least its deregistration value: the PARF rebate, the remaining COE rebate and its scrap or export value. Dealers may pay more for a desirable model. Check your rebate figure on OneMotoring before comparing offers.
The new owner. LTA states that vehicle rebates, including PARF and COE rebates, transfer to the new owner when ownership changes.
Before. The COE rebate falls to zero at expiry, the PARF rebate is nil once the car is over 10 years old, and if you do not renew within 1 month of expiry you must dispose of the car immediately.
Yes. The car has no PARF value, so its resale value is mostly the remaining COE, based on the PQP you paid and the unused months left.
You need to settle the loan first. LTA requires a car being transferred to have no outstanding loan, and a car being deregistered must not be under financing.
