The 40% downpayment ($74,000) is from MAS regulations for cars with OMV above $20,000. PQP is from LTA's published data. Singapore's phase-out applies to new registrations from 2030, not existing cars. If you renew your COE today, you are legally entitled to drive your car through the full renewal period.
