Personal loan vs COE renewal loan: paying the PQP

Personal loan vs COE renewal loan for paying the PQP

A personal loan looks like a quick way to pay the PQP. MAS income caps and a 5-year tenure limit mean it usually can't cover a renewal on its own.

Personal loan vs COE renewal loan
Short answer

For most owners a COE renewal loan is the more practical way to pay the PQP. MAS caps how much unsecured credit one bank can grant at a multiple of your income (4 months' income if you earn $30,000 to below $120,000 a year), and banks usually limit personal loans to 5 years, so a personal loan rarely covers a full PQP. A renewal loan can run up to the renewal term. Compare both on EIR rather than flat rate.

Two ways to borrow the PQP

When your COE expires, renewing means paying the Prevailing Quota Premium. For a Cat A car this month, a 10-year renewal costs $128,715. Most owners borrow at least part of it, and the two usual choices are a COE renewal loan or a personal loan from a bank.

Both quote a low flat rate and a monthly figure, but they differ in how much you can borrow, for how long, and what the loan does to your other credit.

Flat rate vs EIR: compare the right number

Car loans and most personal loans in Singapore are quoted as a flat rate. Interest is charged on the original amount for the whole tenure, even though you are paying the balance down every month. The effective interest rate (EIR) is what that works out to on the money you actually still owe, and it is always higher.

A rough guide: the EIR on a flat-rate loan lands at a little under double the flat rate. For example, 2.58% flat works out to roughly 4.9% EIR over 5 years, and 2.80% flat over 118 months to about 5.1%. Bank COE car loans published in October 2026 show the same pattern, with flat rates in the high 2% range and EIRs a little above 5%.

The rule for comparing

Put the EIRs side by side, never a flat rate against an EIR. And check the rate you are actually offered. As published in October 2026, one major bank advertised its personal loan "from 1.00% p.a. (EIR from 1.93% p.a.)", while the same page listed rates as high as 8% p.a. (EIR 17.62%). Which end you land on depends on your profile.

How much a personal loan can cover

The income cap is the main limit. MAS limits how much unsecured credit a bank can grant you, based on annual income:

  • Below $20,000 a year: no non-card unsecured credit at all.
  • $20,000 to below $30,000: up to 2 months' income.
  • $30,000 to below $120,000: up to 4 months' income.
  • $120,000 and above: no regulatory cap.

On top of that, there is an industry-wide limit. If your interest-bearing unsecured debt across all lenders exceeds 12 times your monthly income for 3 consecutive months, you cannot get more credit and your existing facilities are suspended. Credit card balances you roll over count toward it, and so do personal loans.

Take someone earning $6,000 a month. One bank can lend them up to $24,000 unsecured. Even stacking several banks, the most they can carry across all of them is $72,000, and that leaves no room for a rolled-over credit card balance. Set that against a Cat A PQP of $128,715. A personal loan rarely pays for a 10-year renewal on its own, though it can top up cash.

Tenure: 5 years is the usual ceiling

Personal loans are short: banks typically publish tenures of 1 to 5 years. A COE renewal loan can match the renewal: up to 5 years on a 5-year COE, and on a 10-year COE up to 118 months, depending on the lender (some banks cap it at 7 years).

Tenure drives the monthly. On $100,000 borrowed:

LoanTenureFlat rateMonthlyTotal interest
COE renewal loan5 years2.58%$1,882$12,900
COE renewal loan118 months2.80%$1,081$27,534

The longer loan costs more in total and less each month. A personal loan usually stops at 5 years, at whatever rate you are offered. If a 5-year monthly fits your budget, the shorter loan costs less interest overall. If it does not, only a renewal loan can stretch longer. Our 5-year vs 10-year guide covers how to pick the term.

What either loan does to your other credit

Both loans are debt that other lenders will weigh. The difference is in which rules they hit.

A personal loan uses up your unsecured limits. Borrow close to your cap and you may find a new credit card or a later personal loan declined, because the bank is already at its regulatory ceiling for you.

Both kinds of loan count toward your Total Debt Servicing Ratio if you apply for a property loan. MAS includes car loans and any other secured or unsecured loans in your monthly obligations, and where TDSR exceeds 55% of gross monthly income, the property loan has to be reduced. If you might buy or refinance a home during the loan, a lower monthly matters. The shorter personal loan, with its bigger instalment, takes a larger bite of that 55%.

Why moneylenders don't suit a PQP

Licensed moneylenders are regulated by the Ministry of Law, and the caps tell you what the product is for: small, short loans. Interest is capped at 4% a month. There can be an upfront fee of up to 10% of the principal, late fees of up to $60 a month, and total charges capped at an amount equal to the principal. If you earn $20,000 or more a year, your total unsecured borrowing from all licensed moneylenders is capped at 6 times your monthly income.

4% a month is close to 48% a year, before fees. On a sum the size of a PQP, that cost quickly becomes unmanageable. Unlicensed lenders are illegal. If a monthly only works with a moneylender in the mix, a 5-year renewal or not renewing at all is usually the safer option.

When paying cash makes sense

Cash avoids interest entirely, so the question is what that cash would otherwise do. Pay cash, or put more cash down, when:

  • Your savings earn less than the loan's EIR (about 5%), which is true of most deposit accounts.
  • You will still have several months of expenses left after paying.
  • You expect to apply for a home loan soon and want your TDSR clean.
  • You are taking a 5-year renewal, where half the PQP is a smaller cheque.

Borrow when paying would empty your buffer, or when your money is tied up somewhere earning more than the loan costs. Splitting is fine too: cash for part, a renewal loan for the rest. You can check any mix on the COE renewal calculator.

What we would check for you

Meyer Motors is a COE renewal financing broker, not a moneylender. Banks and finance companies lend and pay us commission, so you pay no admin or processing fees. Renewal loans start from 2.58% flat with $0 down (2.80% if a 10-year renewal is spread over more than 7 years), subject to lender approval. Tell us your car, expiry date and rough income, and we will put the renewal loan next to any personal loan you have been offered, both in EIR, so you can decide. See how COE renewal loans work.

Questions people ask

Yes, the money is yours to use, but MAS limits how much unsecured credit a bank can grant based on your income, and personal loans typically run 5 years at most. For most incomes it covers only part of a 10-year PQP.
It depends on the rate you are actually offered. Compare EIRs: a 2.58% flat renewal loan is roughly 4.9% EIR over 5 years, while one major bank's published personal loan EIRs (October 2026) ranged from 1.93% to 17.62% depending on the borrower. The lowest rates go to the strongest profiles, and the amount is still capped by income.
Under MAS rules, a bank can grant up to 2 months' income if you earn $20,000 to $30,000 a year and up to 4 months' income from $30,000 to below $120,000, with no regulatory cap above that. Across all lenders, interest-bearing unsecured debt above 12 times monthly income for 3 months freezes further credit.
Yes. MAS counts car loans and other secured or unsecured loans in your Total Debt Servicing Ratio, and where TDSR exceeds 55% of gross monthly income the property loan has to be reduced.
It is rarely a good idea. Licensed moneylenders can charge up to 4% interest a month plus fees, and total unsecured borrowing from them is capped at 6 times monthly income for most earners, far below a PQP.
Cash is better when your savings earn less than the loan's EIR and you keep a healthy buffer afterwards. If paying would empty your emergency fund, borrowing part or all of it is often the more comfortable option.
