There were 24 COE bidding exercises in 2016. Cat A ranged from $43,000 (Feb 2016, 2nd bidding) to $55,200 (Jun 2016, 2nd bidding), and averaged $49,587. Cat B ranged from $38,610 (Feb 2016, 1st bidding) to $57,903 (Aug 2016, 1st bidding), and averaged $52,122. The Cat A average was 18% lower than in 2015 ($60,601).
