There were 24 COE bidding exercises in 2011. Cat A ranged from $37,124 (Feb 2011, 1st bidding) to $56,112 (Oct 2011, 2nd bidding), and averaged $48,206. Cat B ranged from $53,400 (Feb 2011, 1st bidding) to $77,340 (Nov 2011, 2nd bidding), and averaged $64,938. The Cat A average was 59% higher than in 2010 ($30,405).
